having looked at Edward's marriage record on Find My past I read 'skinner'
as the occupation of his father rather than 'skimmer'.

My 3rd great grandfather was Edward Davies of Clyro, Radnorshire. Census
records from 1841 to 1861 report that he was a farmer.
The 14 April 1854 marriage record for his son Edward Davies to Eliza Evans
in Rhayader reports his father's occupation as a "skimmer."
Could some kind person please tell me what that term means? Could it apply
to a farmer?
