I presume you are talking about certificates for marriages that have taken
place in England and Wales?
Prior to the September quarter (July/August/September) 1837, you need to go
to the church records for the parish where the marriage took place and these
are usually held by the county record office or archive in which the
relevant parish is located. After this date, a copy of the marriage record
will still have been kept by the relevant church and through consulting
these original records you will be able to see the actual signatures (where
people were able to write) of the couple getting married, plus the
witnesses, which can be a great help when trying to pin down individuals
with common names in the same locality.
From September 1837 the best way to search for marriages is to use
FreeBMB:

However, this facility starts running out of data around 1960 (at present)
and records of the most recent entries, up to the present time, as published
by the General Register Office, are held on microfiche by the City of
Westminster Archives Centre (amongst others):

Once you know when and where the marriage took place, there are two options
for ordering certificates, both of which should cost the same: £9.25 each,
including postage (at present) - unless you first require checks to be made,
to locate the correct certificate, for which an additional charge may well
be made.
The first option is to go to the General Register Office, using the
information obtained via your search on FreeBMD, complete their form, make
the payment and wait for the certificate to arrive:

Alternatively, once you know the register office where the marriage was
recorded, you can go to the present day register office holding the record
concerned. It can take a bit of searching around on FreeBMD, by first
clicking on the name of the district against the marriage entry, to map from
the historical register offices to the relevant current register office
handling the district today.
