I'm not sure what time period it is to which you're referring - but it seems
to me this would just indicate that they will still using patronyms, which
meant that one's 'surname' was just taken from one's father's name
(eg.
Watkin Davies, for example, might have had a father with the name David
Jones - whose father might have been, for argument's sake, John Edwards...
whose father might have been Edward Jenkins... etc.).

Hello list, I wonder if anyone has any thoughts on the following.
I have a baptism of a Rees Watkins on the I.G.I. , at Garthbrengi.
Father, Watkin Powell, mother Elizabeth.
On looking at the other Watkins entries I find
each father has what I class as a Surname.
John Watkins father is Watkin Davies.
Watkin Watkins father is Watkin Jones.
William Watkins father is Watkin Thomas
I can see why this might be with all the Watkin Watkins around, and I am
wondering if this might be the wives Surnames.?
