From a press release quoted another mailing list:
"The National Archives, in collaboration with UK-based family history
website Find My Past, is providing seven archives and libraries around
England and Wales with free access to the recently completed online records
of the 1911 census."
"The service will be rolled out across the seven locations from the end of
July ... We will publicise the launch date and the procedures for access
which will apply on this website, as soon as these have been finalised."
"The 1911 census will not be available at the seven locations for an
indefinite period ... Each archive is being provided with an institutional
account which works on a credit system. Based on the level of interest at
The National Archives, where there is already free online access, the number
of credits being given to each archive is expected, on average usage, to
last for one year. However, if there is heavy usage of the new service .
... the free on-line access may not last that long."
