My grandfather was in much the same position as your great-uncle.
His parents signed a declaration before a Glamorgan J.P. in 1902.

It stated that:
1. Their son was born in 1872
2. They omitted to register his birth.
3. They were making their declaration under the provisions of
"The Statutory Declarations Act 1835"
I have the declaration which was handed down in the family. Apart
from the normal franking over a 2/6 postage stamp there does not
appear to be any sign that the declaration has been officially registered
with any government department, and FreeBMD does not show the
issue of a retrospective birth cert after the declaration was made.
My grandfather died in 1919, so the issue of an old age pension
did not arise.
The genealogically useful information contained in the declaration is:
The names of the parents (married name of mother only)
The address of the parents
The name of the son
The current address of the son
It might be worth enquiring whether the Statutory Declarations Act of 1835
required copies to be kept, and if so, where.

Dear Listers,
I have a great-uncle whose birth appears not to been registered, he was
John Evans, born Crai 1864, but shown in all later census returns as born
Defynnog, this latter detail may be as a result of being raised by his
grandparents who were resident in Defynnog.
When he applied for his old age pension the issue of no birth certificate
caused complications which were resolved by a local who swore an affidavit
concerning his birth. We do not have any information on who his mother
was and I wondered if any lister had any experience in obtaining copies of
information relating to this kind of situation and whether or not a copy
of the documents might now be lodged with the National Archives, John died
1937 in Senni, Defynnog,
Any advice on how to go about retrieving the info would be appreciated,
