It's difficult to know how this type of document (affidavit) would be categorised, but
looking at the various guides provided by the National Archives I came across one relating
to changes of name, which suggests that those records are available. As this is a similar
sort of problem it might be worth contacting the National Archives directly for advice.
This can be done by email, or live chat (Tues- Friday 11 am - 17 pm), or by phone.

I have looked on Free BMD. I believe births for Cray and Defynog would have to be
registered in Brecon
Therefore looking in 1864 there are only two John Evans registered in Brecknock (Brecon).
One in the June
quarter and one in the September quarter. To find if either are correct you would need to
apply to GRO quoting reference
details.

Subject: [POWYS] Confirmation of birth
Message below forwarded on behalf of Roger who was having problems getting through.
Dear Listers,
I have a great-uncle whose birth appears not to been registered, he was John Evans, born
Crai 1864, but shown in all later census returns as born Defynnog, this latter detail may
be as a result of being raised by his grandparents who were resident in Defynnog.
When he applied for his old age pension the issue of no birth certificate caused
complications which were resolved by a local who swore an affidavit concerning his birth.
We do not have any information on who his mother was and I wondered if any lister had any
experience in obtaining copies of information relating to this kind of situation and
whether or not a copy of the documents might now be lodged with the National Archives,
John died 1937 in Senni, Defynnog,
Any advice on how to go about retrieving the info would be appreciated,
Roger M Evans
