Under your point 5 below you mention an entry in the 1871 Census for
Cheltenham: "Clara Jane GOODEN, age 5, daughter, born in Cheltenham,
Gloucestershire, England, daughter. She is with Ann GOODEN, head of
household, age 24, a toll collector, born in Gloucestershire, England. Also
in the home is a widowed Jane WILLIAMS that I have yet to figure out if she
is related to Clara."
This would mean Clara Jane was born in 1865-6. The age at death of Clara
T.J. Gwatkin in MAR 1939 is given as being 73, making her year of birth
(provided the age given at death is accurate) 1865-6. You seem sure the
place of birth was Cheltenham and this is, indeed, confirmed in the 1881
Census at Abergavenny.
Between MAR 1865 - MAR 1866 the only two Clara 'Jane's registered as being
born in Cheltenham were potentially:

It's perhaps worth ordering the first birth certificate to see whether Jane
Williams, based at the address which you have in Cheltenham during 1871,
comes into the equation as being her mother. Alternatively 'Green' may (very
slimly!) be a misspelling for 'Goodden'.
I can only find the single marriage you have located for a Matthew Goodden
and Hannah Mundy (MAR 1846) between 1837-81. There is, however, a death for
a Hannah Goodden:

Northleach is in Gloucestershire, a short distance to the ESE of Cheltenham.
I think the only other death registered for a Hannah Goodden up to 1930
can't be Matthew's wife, since her age at death doesn't match:

There are eight Hannah 'Gooden' deaths recorded during the same period (from
1846), but the ages and places of death don't seem to tally with Matthew's
wife. There is also a marriage of a Hannah Maria Goodden in 1877:

Was Matthew actually married to Clara's mother, or not? Sometimes people
living together during the C19th let it be known/implied that they were
married, when in fact they were not. Could 'Clara J.' have been registered
as a Williams by her mother, in the absence of her father, a Goodden, and
then have adopted the name Goodden later, when she was living with her
father? Also, was the 'Ann Gooden' living in Cheltenham in 1871 Matthew's
sister, who looked after the mother and child whilst Matthew was absent?
Ordering the Clara J. Williams' birth certificate would be a gamble, but it
may just pay off. Hannah Goodden's death certificate, registered at
Northleach, could also prove to be of interest.

This family appears to have moved around a lot!!
I have tried unsuccessfully to find the birth of Clara Teresa
Jane Williams GOODDEN on free BMD in order to send for a birth
certificate that would show name of her mother. Can you help? She was
born in 1865 or 1866 in Cheltenham, Gloucestershire, England. She
married James Charles GWATKIN in 1888 in Abergavenny, Monmouthshire,
Wales. I have a copy of BOTH her marriage certificate and her death
certificate. She died 29 January 1939 in Acton, Middlesex, England. One
of her sons was living there then.
Believe her father to be Matthew GOODDEN who was born about 1828
or earlier or later in Yeovil, Somersetshire, England. BUT it appears
from different census records and other records that he may have been
married more than once (at least three you can see below). Thus far I
have found only one possible marriage record. Not sure if all the items
shown below belong to Clara and her father Matthew.
1. Found a baptism (christening) record for a Matthew GOODDEN, baptized
6 August 1830, Yeovil, Somersetshire, England. Parents Robert GOODDEN
and Jane. Looking at other records, he may not have been baptized the
year he was born.
2. Free BMD shows a marriage in March quarter 1846 in Honiton district,
Devonshire, England of a Matthew GOODDEN and a Hannah MUNDY.
3. The 1851 census for Cam, Gloucestershire, England, HO107, piece 1958,
folio 502, page 20, shows Matthew GOODDEN, age 28, occupation "leece of
tolls", with his wife Hannah and two young sons, one of who was born in
Devonshire, England. Hannah was 23, born in Cornwall, England.
4. The 1859 Azzies for Gloucestershire, 9 August 1859, as found on
ancestry.com, shows what appears to be Matthew GOODDEN, his father Robert
GOODDEN, and a relative William GOODDEN. William was fined but Robert
and Matthew were on their "recognizance to appear and hear judgement when
called upon".
4. Have not yet found Matthew GOODDEN on the 1861 census.
5. The 1871 census records are most interesting.
a. Tipton, Staffordshire, England, RG10, piece 2999, folio 76, page
29, shows Clara Jane GOODEN, age 5, daughter, born in Cheltenham,
Gloucestershire, England, daughter. She is with Ann GOODEN, head of
household, age 24, a toll collector, born in Gloucestershire, England.
Also in the home is a widowed Jane WILLIAMS that I have yet to figure out
if she is related to Clara.
b. Nottinghamshire, England, RG10, piece 3514, folio 38, page 3,
shows in the town prison, Mathew GOODDEN, age 48, married, contractor for
tolls.
6. The 1881 shows her as Clara T. J. GOODDEN, at Abergavenny,
Monmouthshire, Wales, RG11, piece 5235, folio 83, page 1 as a daughter.
She is with Matthew GOODDEN, age 53, collector of tolls, and his wife
Harriet, age 43, born in Crasbury, Worcestershire, England.
7. The years 1890 and 1891 are again interesting.
a. On
ancestry.com found on England and Wales, Criminal Records, in
Herefordshire, England, a Matthew GOODDEN, accused of forgery at common
law, convicted and sentenced for twelve calendar months to the common
gaol (jail), on 3 December 1890.
b. The 1891 census for Hereford, Herefordshire, England, RG12,
piece 2062, folio 60, page 8, shows Matthew GOODEN, age 69, a baker, in
prison.
c. Have not found 1891 census for married Clara and her husband
James Charles GWATKIN. They had a daughter born in 1891 in Abergavenny,
Monmouthshire, Wales.
8. Again 1901 has two possible records for Clara's father.
a. The 1901 census may show Matthew GOODDEN in Crickhowell,
Breconshire, Wales, age 78. I have not been able to see who is listed
with him, such as a wife.
b. Kelly's directory for 1901 shows Matthew GOODDEN at Llangrwyey,
South Wales, a toll-gate keeper.
9. It appears Matthew GOODDEN died in June quarter 1903, age 80,
Crickhowell district, Breconshire, Wales from free BMD.
10. The 1911 census shows Clara and James GWATKIN at Abergavenny,
Monmouthshire, Wales,
