The maternal mtDNA test could confirm this Elizabeth Price is your great
grandfather's mother if you have a living female maternal descendant from
her or her mother (ie her daughter, her daughter, her daughter, etc. to the
living descendant female).
Additionally, if you are a natural (no adoption/"illegitimate event" in the
direct line) direct paternal descendant from your great grandfather (his
son, his son, your father, you), then your own Y-DNA test will tell you
your and his haplogroup and genetic family. When you get few differences at
37 or 67 markers (ie 1 or 2 markers different at 37 markers), you can be
fairly certain your family and your match's family are the same (ie you
have a common ancestor within 4 to 6 generations).
My recommendation for Y-DNA and mtDNA genetic genealogy testing is Family
Tree DNA (FTDNA) Labs in Houston, Texas, USA.:

Hello Lister's,
My great grandfather William Price was born out of wedlock about 1859
somewhere around Llangammarch. He grew up with his father John Price and
grandparents in Merthyr Cynog and Llangammarch. William said that his
mother's name was Elizabeth Price. I may have found the right Elizabeth
Price, but I am wondering if a DNA test would help solve the mystery? The
Elizabeth that I believe is William's mother has several syblings. I have
made contact with some living relatives of this Elizabeth Price. I know
that the Y-DNA test can trace the paternal side of the family.
