Normally, the state page belongs to the Project. I think that this is the
one exception to the "ownership" clause in the bylaws -- most folks
understand that the state page usually consists of an index and some small
grouping of pages with links to other sites. It is not the same thing as a
county site which could have tens or hundreds of user files.
The SC can choose to put the state pages anywhere on the net -- my feeling
is that where ever they go they need to stay there permanently - hence
RootsWeb would be a likely choice. The only reason is that should the next
host come in - it is really silly to keep moving the url all the time (and
having 55 hosts have to change it on their pages as well as the main USGW
index).
This is why most state and country pages are housed at RootsWeb. Ease of
use and since the space is free no one has to worry about paying for the
pages, eternally.
