Are you talking about a "site" or a "page"? A page could
theoretically
remain unchanged for some time, depending on the nature of the information
on that page. For example, if you have a page that lists the addresses of
all the cemeteries in a county, it is very possible that those addresses
and/or phone numbers will remain unchanged for several years.
I would hope that every page has some degree of change, as more and more
people get on the internet, and more organizations get on the internet as
well. Just keeping the links on your pages up to date will create change
at a very minimum. People submitting queries and other material could
cause change on a daily basis to some pages.
There is no official "rule of thumb", at least on PAGenWeb. If you talk
to the different CC's here on PAGenWeb, I know you will get several
differing opinions on this topic.
I have mixed feelings about putting a statement on the pages like "this
page was last updated on xx/xx/xx" because such statements can be
misleading. You can't judge the rate of change of a site by just looking
at the front page.
If you want a rule of thumb, my personal opinion is that you should see
regular change of some kind on a page every month, at the very least just
to keep your links up to date. For various reasons, some sites have gone
to the quarterly time frame, which is kind of stretching things a bit. I
always felt that the point of these pages was to provide "current"
information to the genealogical public on how to do research in the
individual counties. In some counties, especially the more populated
ones, this methodology could see a lot of change in a short period of
time, as the more organizations in a county increases the chance of
changes among those organizations. Some of the smaller more stable
counties may see very little change at all.
Some of the more dynamic CC's in PAGenWeb put a lot of work in their pages
and strive every day to find new things to put on their pages. Of course,
the best way to do this is to get involved in document transcription, and
other methods of getting more material online and increasing the
size/number of your pages. But I leave this up to you. We are all
volunteers, and we all have differing amounts of free time to devote to
this, and that factor is probably the most significant one affecting how
often pages change.

Is there any rule of thumb?
If I decided to just forget Venango and Sullivan for about a year or two is
it ok with everyone for me to just leave it there and let is collect dust?
