I found how to fix it!!!
Click on the 3 dots in upper right hand corner to the right of the address
box. Click on Settings -> scroll down to bottom of page and click on Advance
in center -> scroll down to box 2nd from end called System and turn off Use
hardware acceleration when available -> restart Chrome.
I'll write up these instructions for people to be able to use them off the
state page. I'll even include images to make it easier. Then all we need is
a notice something like: IF using Chrome and the pdf's are not rendering
correctly, please click and follow directions...

The pdf files are totally searchable. If you wish to transcribe for
any reason, I can send Jpegs, but the format for this wonderful book
is Statistical typing! Lots of formatting and numbers. The process of
scanning and conversion to pdf was the most efficient way to handle
the awesome amount of data. Scanning to ocr would have been a
nightmare of editing. As an example, OCR software mistakes 1's for L's all
the time.
Imagine what that does to dates.
