Hi All,
I have just been asked, by a small rural CC, what constitutes non
activity in a county. Being small they do not get the volumes of queries
that others might.
IMHO, I would feel that if there has been no addition of queries within
six months, that would pretty well lend itself to non activity.

I would find six months to be an incredibly long time to wait for signs of
activity on query pages. I maintain three counties that could all be
considered small (1990 census populations of 11098, 30230, 30954). I am
averaging about two queries a day from the two larger counties and maybe
two or three a week from the smaller county. Of course it varies by week
and time of year. I think that a county that shows no query page activity
for one month should have a message sent to the cc just to check on it.
There could be a good reason for the inactivity or maybe not. If a county
has a very low query submission rate, has its URL been added to all the
major search engines?
There needs to be a committee to check the counties on a regular basis to
check for query activity. Perhaps the state coordinator could assign two
or three counties to each cc to be checked on a monthly basis and reported
on. If it is just left up to neighboring cc's or random visits from other
state cc's, it will not get done regularly if ever. I don't think the sc
should have to be burdened with the responsibility of checking each county.
