I'd say 6 months is "kinda" long. My suggestion would be if there are no
queries posted for a, hmmmmmmm, say 3 month period (even two months could be
reasonable) at least make contact with the CC to make sure that everything
is "a-okay".

I have just been asked, by a small rural CC, what constitutes non
activity in a county. Being small they do not get the volumes of queries
that others might.
IMHO, I would feel that if there has been no addition of queries within
six months, that would pretty well lend itself to non activity.
When I become aware of that, I will write to the CC and ask if there is
a
problem and can we help. Maybe the CC has been very active with the
queries
and just forgot to update the front page. Maybe the CC has been on sick
leave or vacation. I will not just uproot a county and put it on the
auction
block without doing my best to make contact with the CC and seeing if
we
can
get things going again.
Talking about non activity! I was just rooting around in the state pages
and realized how many still have Gwen listed as the contact person for OH.
I
have now changed those and will be uploading them soon.
