RW does not, and will not, allow redirection pages on their

That is true -- RootsWeb doesn't generally support redirection.
There are actually a number of reasons, but the redirects you
installed on RootsWeb which pointed to sites on
scioto.org are a
good example.
Whenever your
scioto.org server or its network feed goes down,
*RootsWeb* gets complaints about our reliability because it's not
obvious to the users that the problem is *your* site.
I've got some fairly frequent and painful experience with this
particular problem. ):
Also, if you rename your pages on
scioto.org or move them to another
server, you'll break the redirects. Again, *RootsWeb* winds up
having to deal with complaints caused by things *you* are doing on
another server.
Also also, it is extremely difficult for RootsWeb to tell an active
redirect from deadwood. When a site is really on RootsWeb, we can
usually tell robotically if it is actively being maintained; when
just a redirect page is there, a human system administrator has to
manually pull up the page periodically to sort out whether the
redirect is still "live" or not.
And there are a dozen other problems associated with redirects.

that you've just achieved a new first for USGenWeb by having a state
page that links to a page owned by the Webmaster where visitors can
