Very good point. How would you as CCs want someone else dealt with if
they do not co-operate? I have a 'pet' phrase, but I'd like to hear your
thoughts first. We have had to deal with this in the past and are always
willing to hear your thoughts on the matter.
I feel that as long as we can keep communication going, any problem can
be worked out. It is when someone refuses to communicate that my fuse gets
lit.

Don't forget to add information about "enforcement".
Who is going to
enforce standards? What will happen if site doesn't comply? How much
time will site be given to comply? Where will site info go if webmaster
is censored? Why will a site/webmaster be disconnected? When will
webmaster be allowed to arbitrate if disagrees with standards? etc etc
I like the idea of visitors being able to go from county to county and
find information set up similarly. Who is designing the standard setup?
