WHEREAS the USGenWeb Project's survival as a nonprofit
organization is
endangered by increases in national authority that exceed both the
original intent and language of the Project's Bylaws, including, but not
limited to, the removal of an entire national Special Project (Census);
Whereas there are definitely problems with the advisory board as it is currently
constituted, I don't think we've exhausted the most obvious solution: replace the
board members who are causing the problem (i.e. violating the bylaws as they currently
exist).
It seems a little early to try to completely dissolve the board. This is something that
you do when you've concluded that the organization doesn't function, and I'm
far from that conclusion. We haven't even had an election yet to see if we can replace
the offending officers!
I think that a degree of centralization is essential for the ease of use of our patrons.
If nothing else there should be a centralized search engine even if the data is
distributed, and that means a resource that must be controlled democratically. So I
don't have any major problems with the governance structure as it stands (well, maybe
a few, but they're for different reasons).
Therefore, I think that this wholesale restructuring of USGenWeb is ill-advised. There are
pieces of it that maybe worth supporting, but not at the cost of the entire amendment.
