It is her interpretation of the following part of the bylaws.
What I read there is that you can not offer publications forsale or
services fro hire of a genealogical society or member. It does not
really say that your GenWeb homepage can not serve a dual purpose and
also be the county Genealogical Society page with a dual
banner. But that is how she interprets it. I understand the
conflict of promoting free genealogy which is the purpose of the
GenWeb and not having that information on the front home page but I
really do not see a problem having both the GenWeb and your
local Genealogical Society as prominent features on your homepage, I
feel that one supports the other and go hand in hand in many
counties. I removed the wording of "Fulton County Gemealogical
Society" from my banner that I had in smaller test in the main banner
under the words "Fulton County Ohio GenWeb" but left the society logo
on the left end of my banner as a link to another
page which is for the Gen Soc. I think that Sandra would like for me
to also remove that logo from the Banner.
ARTICLE IX. GUIDELINES/STANDARDS FOR WEBSITES/MEMBERS
Section 1. All websites shall include prominent display of The
USGenWeb Project logo on the home page. A state project logo may be
required depending on the guidelines/standards in effect for that state.
Section 2. Solicitation of funds for personal gain is inappropriate.
This is defined as the direct appeal on the home page of any of the
websites comprising The USGenWeb Project for funding to do research,
to pay for server space, to do look-ups, etc. A website may, however,
acknowledge any entities who may host their website (i.e., provide
server space at no cost) or may include a link to a coordinator's
personal page on which they offer research services for
reimbursement. The acknowledgement may include a link to the hosting
entity's website. A website may list research materials and/or
services which may be for sale/hire, either by the coordinator, a
genealogy society, or others. Such a listing shall not be on the main
web page for the site, but may be linked from the main web page. It
may be appropriate to include a disclaimer that the coordinator and
The USGenWeb Project do not guarantee the contents of such research
materials and/or the expertise of any professional re
searchers.

If a county web page meets all the other requirements spelled out in the
USGenWeb Bylaws and CC guidelines, I don't see why it may not also be
the main page of a genealogical society which may possibly work to
support OHGenWeb and has its members working to support it.
I don't recall there ever being an OHGenWeb discussion and vote on such
an issue. Who made up this rule?

You mentioned this issue previously after your election, but it is also
not a requirement that ever had a discussion and vote on by OHGenWeb
CCs. In 1998 we had a discussion and vote on additional page
requirements beyond what is in the USGenWeb Bylaws and CC guidelines, so
there is past precedent in having OHGenWeb CCs participate in decisions
on additional page requirements rather than having sole decisions made
by the SC.
If displaying the current year is an actual requirement (and one on
which you might consider delinking someone who does not comply), it
ought to go through a vote and be formally recorded as an actual page
requirement which can be found on the OHGenWeb state website.
