Several years ago when I served on the USGENWEB election committee there
were guidelines that the CC had to be "in place" -- I think it was 6 months
prior to the election to be eligible to vote. That made sure if there was
"stacking" it was set up ahead of the election.

I never mentioned the fact that a CC who has just been appointed, no
matter whether they have never held a CC position before or had any
experience with GenWeb, **does** have voting rights. I don't think we
want to change that although it would be nice if new CC's were just not
appointed without some investigation of their skills and plans for the
county they plan to adopt.
