I know I've seen "statistics" in the past on representation, voter turnout
etc.,
the statistics are all different depending upon how you look at it.
Me, I've voted in several of the previous elections & have watched the
"statistics" of number of voters etc. I have to agree that the State
Coordinators are OVER represented when you simply look at the # of voters per
representative in the last election (and others previous).
This past summer there were 5 CC positions available, 2 for our own NENC,
usually there are only 4, so eliminating 1 (t the highest) or NENC (108 total
voters & 111 total voters) & Use the lowest of 108 as an example:
NENC Co. coordinator 108 votes cast
NWPL Co. coordinator 79 votes cast
SEMA Co. coordinator 149 votes cast
SWSC Co. coordinator 104 votes cast
Total votes for 4 positions 440
For the State Coordnators, this past election, there were only 2 open positions:
SEMA 13 votes cast
SWSC 14 votes cast
Total votes for 2 positions 27
Hmmmm 440 peope interested in someone to represent them for 4 positions vs a
great big 27 voters voting for 2 positions. You can do the math......
I can understand the CC who doesn't care about the politics not to vote, but
where were the rest of the SC's & ACS's, don;' they care? Many of the
CC's count
on their SC's to keep them apprised of what is going on.
Either way, it certainly appears to me that the AB is stacked against the CC.

A few years ago it was recognized that the number of representatives on the
Advisory Board was a misrepresentation of the actual number of members
in the various categories of our membership.
To help correct the imbalance A bylaws amendment was passed in the 2005
election reducing Special Project representation to that which reflected the
number of total SP members.
Sufficient time has elapsed since then to indicate no harm
was caused to the Project by that adjustment to our Advisory Board.
Therefore, there is no need to wait longer to propose further
reductions to equalize representation. Toward that end, the supporting
numbers are listed below, followed by the proposed amendment for
your perusal and consideration and hopefully sponsorship of the
proposed amendment.

State Coordinator members = 87 = 4.3% of membership. They are
represented by four (4) AB members
Special Project members = 195 = 9.6% of membership. They are
represented by one (1) AB member
Local Coordinator members = 1,744 = 86.1% of membership. They are
represented by eight (8) AB members
The above figures reveal the following:
The State Coordinators with 4.3% of the membership are represent by
26.7% of the Advisory Board
The Special Projects with 9.6% of the membership are represented by
6.7% of the Advisory Board
The Local Coordinators with 86.1% of the membership are represented
by 53.3% of the Advisory Board.
The remaining 13.3% of the Advisory Board consists of the two members
elected by all members, the NC and RAL.
If three (3) State Coordinator representatives were removed from the
AB, resulting in only one (1) Special Representative the results
would be as follows.
State Coordinators with 4.3% of the membership would still have 8.3%
of AB representation
Special Project members with 9.6% of the membership would have 8.3%
of AB representation
Local Coordinator members with 86.1% of the membership would have
66.7% of AB representation
The 16.7% of remaining AB representation are the two members elected
by all members.
The original board consisted of 17 members with a quorum of nine (9),
53% , necessary to conduct official Project business. To maintain
that same percentage, 53%, the new 12 member board would require
seven (7) AB members to conduct official Project business.
It is recognized that the membership in each category above is not
absolute, that is, there are some members that may be members in two
or even all three categories. The separation of these members into
unique categories would change the numbers, but it is doubtful the
percentages would change in any significant degree.

Bylaws Amendment Proposal to be presented to the membership during
the 2007 election.
The State Coordinators represent the smallest portion of the
membership of the USGenWeb Project and should not have a greater
representation than the Local Coordinators and the Special Projects
on the Advisory Board. Therefore, the ________ Project is sponsoring
the following amendments to the USGenWeb bylaws. With the passing of
this amendment we would ask that the State Representatives elected
during this election cycle be eliminated. Further, that the remaining
two State Representatives shall be permitted to remain on the
Advisory Board until an election, to be held within thirty (30) days,
can determine the new State Coordinator representative under this amendment.
Amend Current Article:
ARTICLE V. COMPOSITION OF ADVISORY BOARD
which reads:
"The Advisory Board membership shall consist of: the National
Coordinator, four (4) State Coordinator Regional Representatives,
eight (8) Local Coordinator Regional Representatives, one (1) Special
Projects representative elected by members of the special projects,
and one (1) at-large representative. All shall have voting privileges
except the National Coordinator who shall vote only in the case of a
tie. The regions from which State Coordinator and Local Coordinator
Representatives are elected shall be decided by the Advisory Board on
an annual basis." END
From the above, strike three (3) State Coordinator Regional
Representatives from the four (4) present State Coordinator Regional
Representatives positions. Also minor word rearrangements.
The amended article will read:
ARTICLE V. COMPOSITION OF ADVISORY BOARD
"The Advisory Board membership shall consist of: the National
Coordinator and an at-large Representative, both elected by the total
membership, one (1) State Coordinator Representative, elected by
State Coordinators, eight (8) Local Coordinator Regional
Representatives, elected by Local Coordinators, one (1) Special
Projects Representative elected by members of the Special Projects.
All shall have voting privileges except the National Coordinator who
shall vote only in the case of a tie. The regions from which Local
Coordinator Representatives are elected shall be decided by the
Advisory Board on an annual basis." END
Amend Article ARTICLE VIII. ADVISORY BOARD PROCEDURES
Section 1.
The article now reads:
ARTICLE VIII. ADVISORY BOARD PROCEDURES
"Section 1. Nine (9) voting members of the Advisory Board shall
constitute a quorum." END
Remove two (2) from the above nine (9) voting members
The amended Section 1. of the Article VIII will now read:
ARTICLE VIII. ADVISORY BOARD PROCEDURES
"Section 1. Seven (7) voting members of the Advisory Board shall
constitute a quorum." END
