Proposing and seconding a motion are only to officially present the topic
for discussion and possible adoption. It is not an endorsement of the topic
- just putting it on the floor for discussion. Without a motion, you really
don't know what you're discussing. Anyone except the Presiding Officer (me)
can make a motion and a second. The Presiding Officer can suggest motions,
but cannot make motions.
After the motion is made and seconded, then the benefits and drawbacks are
discussed. If there are no objections to the motion, it passes by
acclamation. If there are objections to the motion, it is put up for a vote
by the membership.
Any motion can be amended - by separate motion and second. If there are
amendments, they are discussed and voted on before the original motion.
No one is trying to deprive anyone of his right to be heard. And no one is
trying to ram anything through.
Sandy has made the motion, and it's awaiting a second. If there's no
second, the motion dies.
BTW, I've never subscribed to the "if it ain't broke, don't fix it"
theory.
(That would leave us riding around on horseback and writing with quill
pens.) I would much rather say "It ain't broke, but what can I do to
improve it."

A motion should only be out forth to open discussion about moving the list.
It seems very negative to put forth a motion that few of us would want. If
after a reasonable discussion period someone wants to put forth a motion to
move the list based on that discussion, that would be more prudent and would
not take everyone by surprise. I think we need to start this process again
and state the problem as some people see it and then ask for a motion to
discuss.
Back when Sandy took over as SC we had a discussion about this list in
length and agreed that the list would be used for all OHGenWeb business.
I see no reason to rehash this given someone's unfounded fear that everyone
can see our business. Has no one heard of the archives? You can see any
state's and or national business by just viewing the archives and that is
the way it should be. What do we have to hide?
The old system that allowed people to see list posts even though they were
not subscribed to that list was meant for people who had contributed money
to Rootsweb and were rewarded with this feature which would send them posts
that included surnames they had registered they wanted to track. It has been
years since they stopped taking new users to this feature although they
still support those who originally were part of it although those numbers
are dwindling. If they get a few listings from this list, it really would
not have any interest to them as we are not discussing surname research and
the names are just our surnames as included in out signatures. I don't see a
problem with that or with someone monitoring our list.
