Although "user centric layout" is the newest catch phrase, the real issue is
that the site must be easily navigated and contain useable information. A
visitor should find the information in no more than two clicks and should
not have to scroll more than a full screen and a half or two screens at the
most.
I found that the only Texas county and Arkansas county pages that met this
simple criteria were the state pages. I looked at 8 or 10 pages on each
state's sites and did not see them following the guidance of the state
pages.
Your are to be commended for wanting to improve OHGenWeb and while I prefer
having a state page that is not a copy of the Texas page, if that is the
easiest way to get started, go for it. I prefer the Arkansas pattern, but
it is your choice.

Grey bars or Orange bars? The 'title' bars are orange,
