In IE 6.0.2, it appears, I think, as you intended it. I find the
navigation links non-intuitive most particularly that for the most
important page of all, the county links. The direct link to it in the box
to the right of the main title area does not look like a link and is in an
unexpected place. The County Resources link requires another step. Is
there a problem with putting a link to the county links page at the top of
the left hand links list. That is probably the number on page being looked
for by researchers.
I also agree with Sheila that it looks like the top of the page has been
cut off. I understand the concept you were going for but with the image
and orange half boxes going right to the top of the browser it looks like
it has been cut off and that perhaps there was something in the missing
part of the orange boxes like there is in the red boxes. Just a sliver of
white showing across the top would go far to remove that impression of
something being cut off and I don't think it would harm your concept at all.

PS: Please do not suggest Firefox to me. As I have said before, I have
tried it and I don't like it and it clashes with some programs on my computer.
