The guidelines do not state that the copyright has to be the current
year, only that the current year needs to be displayed along with the
copyright. It is not difficult to put a script on the page that will
always show the current date or year and the copyright could be then
left alone to reflect the date the page was last updated and meet the
legal meaning of a copyright.
If the intent was that the copyright needs to be the current year, then
the guidelines need to be changed to reflect that and also state that
the main page has to be changed manually at least once a year so that
the copyright meets the legal definition.
