Beginning March 2nd, 2020 the Mailing Lists functionality on RootsWeb will be discontinued. Users will no longer be able to send outgoing emails or accept incoming emails. Additionally, administration tools will no longer be available to list administrators and mailing lists will be put into an archival state.
Administrators may save the emails in their list prior to March 2nd. After that, mailing list archives will remain available and searchable on RootsWeb
Well, if anyone here thinks it's controversial that the the SC is the presiding officer given that they are required to be the one who "oversees the state project", please voice your opinion (or let me know privately if you prefer). If there's an issue here that can't be resolved later, we can amend the amendment.
Thanks!

Hi, Mark,
This is essentially what happens with ranked preference voting (also known as instant run-off voting). The nice thing, and the really important thing for our slow e-mail communications, is that it only take one ballot to complete the process. But we do have to agree as to what options should be on that ballot, which is the purpose of my amendment.
Since this is a bylaw amendment, it requires 2/3 vote to pass. We are more likely to get that amount this way then the typical all-or-nothing on vote on a single possibility. See my previous message.
By the way, there are many political jurisdictions, from towns on up to countries, that are successfully using ranked preference voting:

Hi, Linda,
The way that ranked preference voting works is that everyone ranks some or all of the options in their preferred order. The first-place votes are tallied, and the least favored option is dropped. For those voted for that option, their second-place vote replaces their first-place vote, and then another tally occurs and the least-favored option is dropped. Eventually we'll get down to the one option with the most votes. If it isn't 2/3, it isn't adopted.
Regarding the presiding officer, that's implied by the USGenWeb bylaws when it says "Each state shall have a State Coordinator who manages the state website and oversees the state project." So essentially this is a clarification of the current state of affairs as it applies to our parliamentary procedure. Way back when I had decided that I wanted to drop this so it could be more fully fleshed out in a committee (e.g. to include the role of any assistant SCs), but we never got back to it. Now this related issue came up, and I offered my amendment since I didn't think the "base motion" was controversial; if the amendment is adopted, there will be but a single vote as described. If you think it should be voted separately then we should consider them as separate motions. That will take more time, though.

I would keep choices to two, not four as below. One year as SC is way
too short. An SC should be able to be re-elected if they want to serve
another term. Each person knows their personal and physical limits.
What is a "majority" for the vote? Vote in April is fine after everyone
has time to think and sort their feelings out.

I'm wondering if the term of office having 4 options might be difficult to pass if a 2/3 majority is
required rather than a simple majority. I'm unsure how many CC's we currently have but taking a
simple guestimate of 60, it would require 40 votes for any of the 4 options to pass.
Then, my 2nd question, are we voting on both parts of this at the same time, A) that the presiding
officer is the SC and B) the term limits?
Could the entire Amendment fail if there wasn't a 2/3 majority for the term limit even if there was
a 2/3 majority regarding the presiding officer?
Trying to understand.......

Okay, If everyone has not had a chance to review the motion and
additional amendment is it listed below.
The amendment was presented by Scott Anderson and seconded by Bill
Oliver. Please read the motion and amendment and see if it is clear
enough and feel free to make comments.
I would like to hold the official vote on this starting the first week
of April and ending the following week.
Please feel free to send your opinion to the list for the next ten days,
for timely discussion. That way people can read your emails at their
leisure during the holiday weekend and spring break. Thank you Shannon

I am going to be very busy myself for the next week, I will be caring

during this time but will answer any questions the first week of April
when we get to work on this again.
Motion 2005-01-4 and Amendment 1
Be it resolved that the following article be included in the OHGenWeb Project's bylaws, effective immediately upon approval by a 2/3 majority of the legal votes cast:
The presiding officer of the OHGenWeb Project shall be the State Coordinator.
Amendment 1
"The term of office of the State Coordinator will be X."
where X will be determined by a ranked preference vote from the following options:
A) "one year"
B) "two years"
C) "three years"
D) "an unspecified length of time"
Our previous elections outcome page for additional review of our bylaws
we voted in is located here:

Have a wonderful holiday everyone!
Sandy
Fortunately I changed the link to the OHGenWeb page yesterday while I was uploading some queries, so I guess I got lucky and changed before the Rootsweb site was closed down.
I'm in the process of moving data pages off Rootsweb, although the main page will remain there with new links for a little while longer. Too much to do, not enough hours in the day.

Sandy, for what it's worth, I won't be voting on this because we leave here
Monday and won't be back in town until mid-April. Yes I hope to be able to
check email but for some of the time we are gone I will not have any
connectivity and when I do, the last thing I want to be focusing on is
GebWeb business. So when I fall silent -- you at least know why. This was
not the greatest time to crank all of this up for discussion and
consideration. Dave K.

Hi Lorraine,
I understand what you are saying but when I asked for discussion to
start none was forthcoming, however when I called a vote, the majority
participated and now the majority has made it clear that a 3 year term
is good for SC so it doesn't seem to me that any additional discussion
is needed. It is pretty straight forward, state coordinator is in charge
of the project and the term limit needs set.
I wanted to put it on the election ballot, so that we would have plenty
of time, but Scott reminded me that we voted to use Sturgis and so we
could not add this to the election ballot but it will need to be on its
own as an amendment to the last motion, and he reminded me we had not
finished the previous motion. So for things to move forward we need to
get the motion 2005-01-3 taken care of.
Everyone knows this needs to be decided and voted on by our group. We
can do it publicly on our list so that everyone can tally the votes and
we can announce the answer so it is not confusing to anyone or
burdensome to anyone with the holidays here for Easter.
Sandy

folks see it don't jive. I just type at them and

Well, from what I understand the old links will still work so there is
no need for anyone to get their shorts in a bunch. Rootsweb/Ancestry did
not want to make everyone change all their bookmarks and website links
but now with some people moving to other servers, that is going to
happen anyhow. The message I got saw seemed to suggest the old links
will always work. The same thing happened on Geocities when Yahoo took
them over. All the old links worked and still do as far as I know.

And just so it's clear, if we agree to this amendment, we're changing the original motion -- and only after that would we undertake the preference vote that's described. The amendment itself would be an up-or-down vote.
But first, does it cover the options that people would like to choose from? If not this amendment can also be amended.

Hi Holly, I first introduced the idea of state term limits for SC in
November 2005. At which time you wrote that you were in support of two
year term limits.
We never finished a discussion, a poll did show the majority did want
term limits.
After we voted for Sturgis, I believe we all needed a break from the
politics. I was taken through five grievances also at the time.
Sandy
I'm sorry Sandy but I can not find that discussion nor group majority
anywhere in the past and I am not seeing a current majority for a three year
term. What is past is past over what should have been done or not done way
back over Sturgis, we need to move forward from now. But what we are doing
and where we are at "now" needs to be clarified and perhaps sorted out a
bit.
Holly

Hi Holly, there was a discussion on term limits but it was not decided
and the majority of the group seemed to think 3 years was the maximum so
that it what I went with. I know that I should have worked with us more
to finish our own state rules, but the Sturgis stuff was overwhelming
for me with starting a business at the same time of an ambulance service.
I am so appreciating everyone's vote, as when I asked for discussion
last week none was forthcoming. This has allowed me with the help of
Scott Anderson to write a Sturgis, whom he and Dave Koester have always
been a help with Sturgis, rule for us to add to our official ballot on
our own election April 15th. The majority appears to be okay with a 3
year term, and we will also list a two year on the official ballot. Too
many numbers to vote for would make the process more difficult to
clearly see what the majority wants.
Did everyone know that Holly used to be our National Coordinator back in
the day! : )

I agree with Lorraine, Holly, and others. A two year term for SC is okay--not too short and not too long, and I don't see the need to limit how long an SC can serve if they manage to get re-elected every two years.

I agree, that there should be some discussion before voting. Seems we
are rushing along, and at this point in time, rushing is something
that we should not do. There are too many "knee jerk" reactions
floating around these days that could cause problems down the line.
As I remember, and I even double checked to make sure I wasn't having
a "blonde moment", the original term was to be two years when Allen
called for a vote. If anyone would like, I can furnish the link to
the Archives.
As to the duties involved with being an SC, that is where having an
ASC comes in. The SC is not expected to do it all by themselves. Also
as a former SC and ASC in NY, my ASC's were consulted, and conversed
with over any state matters. I asked for help from them, and they
were wonderfully helpful.
In my opinion, two years should do it, with the option to be
re-elected repeatedly if asked to serve again, and the vote goes that way.

I agree that we should be discussing this before voting. I also am a bit
surprised to see three different subjects needing to be addressed in
less than a day. Lets get one out of the way before we go on to the
others. It cuts down on confusion and for those of us that may not check
our mail more than once a day, a chance to be part of the discussion
before it becomes a moot point.
As to the vote I will have to abstain as I do think the discussion needs
to take place before a vote. Sorry Sandy, you should have brought the
subject up before asking for a vote and now we have most of the people
already voting and who will be confused as to why their vote didn't
count if we open the floor up to discussion.
Now we are also having a roll call which I was not able to answer before
the other subjects came up and re-visiting the bylaws. Just too much
going on in too short of a time. I think we need to catch our breath and
re-visit the unfinished business before going on to anything else.
