Not all states have a state mailing list, at last count. The smaller
states such Delaware with maybe 4 people and Rhode Island with perhaps 12
folks communicate without a mailing list. There may be others but those
are offered as examples.
Of course having a state mailing list is no guarantee the CCs will talk on
the list even if prodded to do so.
Several state lists are about as quiet as a church during the week.
