You are correct in that the record keeping information for births is the
same as deaths.
Not finding them in the 1870 census is a set back. My only other suggestion
would be to look for them in the 1875 state census. That census is
available at the Nevada State Library and probably in your larger genealogy
libraries. You may have to consider under some serious name changes - I
found my family of SHORT recorded as SHOOT and almost overlooked them.

Since the same can be said, I assume, for birth records, does anyone
have
any suggestions for a next step? I'm trying to locate my Great
Grandfather,
Benjamin F. Potter's place of birth and find my GGGrandparents.
According to the San Francisco 1900 Census, my Great Grandfather was born
in Nevada in 1867 but I have no clue where in Nevada. The census also
says
that his father and mother were born in England and Massachusettes,
respectively. So I went digging around all the Nevada counties for the
census' of 1870 and 1880 by looking through the idexes. I found nothing
in
1870 and only one couple in 1880 whose place of birth matched the
1900
census but that doesn't necessarily mean anything especially when no
children are listed. The wife, Sarah, in this census was 28 which means
she
would have been 15 when Benjamin was born. Not impossible. Without
a
birth
certificate I can't confirm or deny.
Any help or suggestions would be appreciated.
Thank you much,
Virginia Southas

Sorry, no. The State of Nevada did not begin keeping records until 1911.
Prior to that they are at the county level, and while most counties have
good indexes, you still need to know which county.
