I agree, Jeff. With the exception of a couple of states, ALL SCs are
"Emperors for Life", whether they were originally elected or not. There is
nothing in the By-Laws requiring regular elections for the states.
I would be happier if the clause regarding "*OR* the AB" be removed.

One thing is that the revisions if approved will make elections for the
ZSC position a part of the rules for everyone, and break up the
Imperial dynasties that are causing so much trouble in those other
states.
It may not be the "perfect" solution but it is a step in the right
direction, and establishes the authority of the volunteers to work
within a system they have input into.
The stsyem will allow some accountability both up and down, and allow
the supervision of the elections process.
