I've been asked to post a parliamentary opinion on the suggested change.
It is common knowledge that the board sometimes uses executive session for
particularly volatile or personal issues. Members who run for office are
aware of that fact when nominations are accepted. Those elected are
considered to have accepted an obligation to participate in such
proceedings
as a duty of office. However, the obligation to participate in some
instances may conflict with the right of the officer to refuse to be a
party
to decisions in certain cases, prompting the individual to either recuse
themselves entirely or withhold their vote.
The secrecy requirement of such proceedings are for the protection of all
involved and violation of those requirements subjects the offender to
disciplinary action.
IMO .. EC procedure change is not necessary. All that is necessary is for
the AB to hold accountable those who violate the secrecy requirements. The
membership is the final arbiter on questions related to failure to
participate.
