The NC has surmised, guessed, that some future AB could possibly
mickey mouse some way for the amendment to be implemented. He does
not assure this, they could just simply implement the amendment as
written, which in actuality is what they would be required to do. The
point is that if some future AB changes the wording so it can be
implemented it is not our amendment then, it is theirs.
