I did a number of searches, without success.
When you post, post additional information on those especially to be found under different
names (Billy, Bill, Will, William), so MANY Cook's. This person was about 16 when he
passed, so there will not be many records on his life (property, marital, etc). If you
know the names of the parents, that might help. What school did he attend? etc.
Siblings? There are other factors that might identify where an obit might be found, if
written. When he passed, how long had be been residing in the area? If only a short
period of time, or just happened to be vacationing or visiting friends or family (June, a
summer month), there might not be one in that area. If he had passed through self
initiated actions, there might not be one.
I would first suggest contact with the cemetery:

They should be able to identify if he is buried there. If so, ask what records they may
have, such as obit, funeral home records, burial permit, Death Certificate, names of any
family, etc.
If your source of information on his "last Residence" is the Social Security
Death Index, the "last residence" is NOT NECESSARILY where a person lived or
died.
