Brianne,
Your objections are so noted.
Regarding those items:
>C4. In the case that a CC resigns, or is missing in action (MIA)
for 2 months or longer, the SC may reassign the web site to a new coordinator. The SC is
not bound by a strict 60 day waiting period to consider a coordinator MIA. The SC is
encouraged to continue attempting communication for 90 days before placing the county site
up for adoption.
YOUR COMMENT: This section is unclear. If the SC is not bound by the 60 day waiting period
to consider a CC/TC MIA and reassigns the site to another person, what happens if the
CC/TC reappears before the 60 days are up with a valid explanation? I agree that if the
CC/TC resigns that the SC should not have to wait the 60 days, but not if the CC/TC is
MIA.
MY COMMENT: The intent of this paragraph is to state that after 2 months of a CC being MIA
the SC "may" reassign the web site, but may also continue to attempt
communication for another month (or more) as deemed appropriate. This will be helpful in
instances where you are aware that their computer crashed, or that they have been ill, or
a close family member died. This paragraph was written so that a SC would not replace a
CC if they are MIA for a short time. Brianne, there are many variables. For example, if
someone had not been maintaining their web site, and it was extremely outdated despite
several notices, and they stopped responding to email or monthly roll calls.. after two
months I probably would put their web site up for adoption. In that case, if they returned
after two months, and it had been adopted, I'd offer them another site, or put them on
the waiting list. However, for anyone who has cared, coddled and updated their site, and
has in the past always been r!
esponsive, I would extend quite a bit more time (probably 4 or more months) to allow them
to return. I think in the last year both Heather and I have been fairly responsive to the
needs of the CCs and TCs and have no intention of making a change.
If you want to propose that this section be changed, I encourage you to create the
wording, and propose it [see my comments on section J1 below on the protocol to do that].
--------------------------------------------
>J1. The NJGenWeb SC is elected for a two-year term.
YOUR COMMENT: My opinion is that the SC should be elected for a one-year term.
This would allow the body of CC/TC's to "easily" elect a new SC if so
desired
or to re-elect the current SC is the majority believe the SC is doing a good job.
MY COMMENT: If you feel that NJGenWeb should have a yearly election, once these bylaws are
accepted, you may propose changing the wording in J1 to a one-year term, and NJGenWeb
members will vote on the proposed change. Simply find 4 others CCs who agree with you (for
a total of 5 including yourself), and then post in this NJGen mailing list that you want
that bylaw changed. Following that action, we will vote on the proposal at the next
regularly scheduled monthly roll call.
I don't know of many organizations whose president, or board member is elected yearly.
If the SC is new, it may take up to a year for them to feel really comfortable with the
position. I agree that if the SC is a "lemon" then the group may have a problem
on their hands, and that is One BIG reason for the NJGenWeb members to seriously consider
who they vote for and why. At least with these bylaws there will now be built-in
mechanisms now to remove an SC who goes
MIA (which is the most serious problem it seems in USGenWeb). Also, by requiring at least
one ASC, should the SC drop off the edge of the earth, someone will have the logins and
passwords. (You can't image what a pain it is to have to locate them when an SC goes
missing, and they were holding all the keys to the kingdom).
---------------------------------------
>J8. The electioneers will be subscribed to the business list for
the duration of the election.
YOUR COMMENT: Is the "business list" the same as this mailing list, or is their
a different "business list"? A definition of "business list" is
needed. Although referenced in: "G2b. maintain a subscription to the NJGEN mailing
list for discussion of NJGenWeb business." it does not state that the NJGEN mailing
list will be the referenced "business list".
MY COMMENT: Agreed it is confusing. I meant to fix this prior to posting. The
"business list" is the same as the "NJGEN mailing list." If no one
has objections, I will consider the wording a "typo" and change it in the final
posted version.
-----------------------------------------
> Section G2c. States that the CC/TC will provide (to the State
Coordinator or acting SC) a contact telephone # and mailing address.
YOUR COMMENTS: What is the requirement for the SC/ASC providing contact information to the
CC/TC other than the NJGEN mailing list and the email address found on the NJGEN website?
No where in the responsibilities for the SC/ASC does it specify contact information being
provided to the CC/TC. Please clarify what the procedure is or will be for contacting
a SC/ASC.
MY COMMENTS: Once the bylaws are accepted, if you would like to propose an additional
section stating that the SC and ASC must provide information to the CC/TCs, please propose
it in the same manner as described above [in paragraph about SC service time].
As for actual contact information, I have this personal info on a few of you, but not all.
Nor have I ever yet had the need to contact you other than by email. Any new
coordinators, however, will have to provide this as part of their becoming a coordinator.

G4h. informing CCs and TCs of urgent NJGenWeb issues, via the NJGEN mailing

MY COMMENT: I didn't see a question regarding these items.
