He should try the NJ State Archives Mail Reference service as his request
deals with a Colonial deed (pre-1785).
Secretary of State's Deeds, Surveys and Commissions, ca. 1650-1785

Technically, County Clerks didn't receive the charge to record deeds until
Statehood. Though, a good number deeds were recorded at a county level as
well as filed with the Secretary of State's Office.
