The SSDI never gives the place of death. Any city or county they show (in the Last
Residence column) is where the last address known to the Social Security Administration
was. Another column (Last Benefit) is, in my opinion, more likely to be the place of
death---but that column is frequently blank.
In any case, just about every state has an index to vital events for a certain
period---often beginning in the early 20th Century---and they should not need the county
where death occurred if there is other information to identify the decedent, and if the
name is not too common. Information and addresses in every state, can be seen online at :

If the state registrar gives you a hard time, it may be due to fear of terrorists
obtaining false i.d. If all else fails, and you can afford it, hire an attorney to submit
a letter of application on his stationery.
