I think two matters need to be decided before any sort of decision could
be reached regarding extending the vote to special projects coordinators.
1) In what manner will the NCGenWeb membership *decide* if a Special
Project is to be added to NCGenWeb.

I believe the creation of any NCGW Special Project is a decision for the
entire NCGW membership, not something to be left to the discretion of
the SC.
2) If we extend voting privileges to Special Projects, then I feel these
voting privileges must follow the same rules as are set for cc's --
i.e., only *one* vote per project (just as there is but one vote per
county)....AND a volunteer still votes only once. If you are a cc and a
special projects coordinator, then you may only vote once.
This, of course, still leaves open an abuse which we certainly have seen
in the past.....
i.e.. where a cc of more than one county will bring in "co" cc's who
then cast a vote for one county while the cc casts his/her vote for
another. But frankly, I've never figured out how you address that
situation. I suspect folks who desire to abuse voting privileges will
figure out some way to do so.
