Elizabeth covered it. With one exception. I have the mandatory list marked where
folks that aren't on the list can't search the list. The Discuss list is open for
searches. In that way, any cc who isn't subscribed to the Discuss list can check
it out and quickly view what is being currently discussed without having to be
subscribed.

Subscribing to the NCGENWEB list (either L or D mode) is mandatory for CCs,
and I would extend that definition to include all voting members of the
project. This fulfills the USGenWeb requirement that we have an internal
list for project communications. As SC, I always extended the opportunity
to subscribe to the special projects volunteers (military, unknown county,
the marriage database that Marceline created when it was still associated
with rootsweb, even when those people were not voting members of NCGenWeb),
and to our regional and national USGenWeb Board reps. At the time I
turned the reins over to Sharon, I believe that Terri, Jim, and Shari were
all subscribed, as was Holly Timm. Holly is the CC rep at large, but she
was at one time a North Carolina CC (Wilkes Co.) so she has always been
part of our project. Tim Stowell has asked to subscribe to the list a
couple of times in the past in order to monitor what was going on, but I
don't think he is currently a subscriber (Sharon can correct me if I'm
wrong). Basically anyone with a legitimate interest in NCGenWeb, in other
words, but not the general public.
The list is not open for general subscription; i.e. the list manager
(Sharon now) has to subscribe people manually. However, the messages
posted to the list are archived at rootsweb, so it's not a PRIVATE list in
that sense.
