Sandy, you have nailed exactly what I have been discussing with Sharon.
When she reported that she would no longer be sending posts from here
to the "read-only" list, I assumed that a good thing was happening and
if discussion was important about our Project that the discussion would
take place here.
But people have gotten so use to being fed certain items with a little
comment thrown in here and there, that they don't have to subscribe to
this list and they don't have to get involved. That is most of the problem
with the USGW lists. People don't want to be involved, so they tune
out and whatever happens, happens. They really don't know the whole
story, they only get to hear half of the debate. That is not conducive to
a healthy involvement.
I understand that there were problems before and that things may have
gotten bad. But it is said that there was bad on both sides of the
argument.
If the discuss list is for discussion of NCGenWeb situations, be they
bylaws,
business licenses, filing papers, nothing should be done without being
discussed
on this list and if people want to be involved, then they should be able to
choose to be here and be involved.
If they choose not to, then they should not get it second hand by a
reposting
to the read only list.
The manner in which you presented the idea of how it should work Sandy is
excellent. You have thought this out well.
How could anyone disagree with the total logic and simplicity with which
everyone could be helped and serviced.

I do, think, however, that the Announce-only list should be used
for
simple, important announcements and updates, and _not_ for the
forwarding of mail and messages from the DISCUSS list.....because,
frankly, that defeats the purpose of the DISCUSS list.
If cc's want to be kept abreast of discussions, then they should sub
to the Discuss list.
I think the appropriate way to "alert" cc's who are NOT on the
Discuss list that an important topic is under discussion is for the
SC to simply send out a message saying something like, "Purchase of
our Domain name is under discussion on the Discuss List. Discuss List
Archives can be searched here [insert appropriate url]; to subscribe
to the list, do this: [insert instructions]."
That should be sufficient.
I don't think ANY details of the discussion should be conveyed via
the Announce-only list.
