USGenWeb doesn't have a constitution, or a corporate charter, or for
that matter the protections afforded by three branches of government
to balance powers.
Organizational "bylaws" aren't analogous to the U.S. Constitution,
they're analogous to U.S. "laws," and laws require a simple majority,
not 2/3rds. Councils, commissions, state assemblies and Congress would
be in session 24/7, 365 days a year if they did.
Bottom line, the 2/3rds provision that somehow was written in there
was a mistake that needs to be remedied.

I believe that amendments to the USGenWeb Bylaws, must be approved
(sponsored) by five states (not 2/3) before the proposal can be
brought to a vote.
The US Constitution requires that 2./3 of the states approve the
amendment before it will become law.
After the states approve, the legislatures of the several states vote
on the amendment.
In the case of the USGenWeb, each state Project conducts a vote. The
final tally depends on a 2/3 vote in each member state.
If anyone interprets our Bylaws differently, please correct me.
