Also, one other point. Elizabeth mentioned that employers will
contact previous employers of a perspective new employee.
That is correct, most all employers will contact former employers,
but there is only a limited amount of information that can be given
out by the old employer. They are allowed to confirm that the
person has worked there. I believe they can confirm whether the
employee had good attendance and such, but they are not allowed to
just spill the beans and tell all. I think one of the key questions
that is asked of the old employee is, "Would you hire them back?"
If the answer is yes, then you'd probably be ok with them. If the
answer is no, then most folks probably wouldn't hire them. There
should be no reason why we could not be that suttle in our approach
to these things.

This is my whole point. Yes, it can seem like a good idea to
keep close track of these situations, but just as Elizabeth points
out, the information can be very subjective, according to who is
passing it along.
Quiet frankly, I don't think any of us will forget the names of
some of the CCs who have played our little game poorly. If we
were here at the time, we know. And, as far as those go who were
not here at those times, wouldn't we do better to spend our time
trying to properly train and encourage new CCs than to stay caught
up in the past? There are certainly legal issues that may need
seeing to at times, but let's don't get stuck in a spin and going
nowhere.
