Elizabeth and list,
Yes we all made mistakes and the private emails were a biggie, so lets
learn from those mistakes and work together using our open list to
hash things out. If this is too burdensome for some of us, then we
can unsub or filter our mail. I am willing to work on them again in
any capacity that I am needed. Elizabeth you did leave out Victoria.
She too worked on them. Our committee worked hard and long on them and
it fell apart unfortunately. We had reached some well thought out
portions of the bylaws that were very good IMHO....
If someone would volunteer to be chair of this committee, please speak
up.
Paul, do you still have the work that we did on them?

I would view what Derick has proposed *purely* as organizational
structure. It's just a division of responsibilities among the SC and
four assistants, *at the present time*. There is nothing here that
says it's permanent. In my opinion, a SC should be free to construct
a different organizational plan that suits his or her needs, and
should not be bound by what worked best for the previous one.
By-laws, on the other hand, are something that need to be thrashed
out, carefully worded, and subjected to scrutiny and then approval by
all the membership. I have no problem with that, and no problem if
somebody wants to make another attempt at writing them.
I devoted quite a lot of time to proposed by-laws a couple of years
ago, as did Terria, Paul, Sandy, and Tracy, I think - do I have that
right, and am I leaving anybody out? We made quite a lot of
progress, but didn't carry it through to completion. One of the
reasons we failed was that we were conducting our discussion by
private e-mail, for reasons of efficiency. Although we fully
intended to submit our proposals to the entire membership for
discussion, there were people who suspected us of secret plotting.
Terria was wrongly accused of "leaking" some information about our
discussions that in fact came from a casual remark that I made in a
private e-mail to another CC, who then passed it on to someone else
yet who made a public statement that mis-represented the facts of the
situation.
After this very unpleasant experience, I personally am not ready to
jump back into the fray. However, if there are other people who want
to try to draft some by-laws, more power to them. Somebody form a
committee and get on with it. We can probably even recover the late
stages of our previous draft and provide it to you as a departure
point.
