I hope you won't be offended, but since you were having the very same
difficulties last year understanding the list settings on USGenWeb-All,
I wonder if you have taken advantage of the help resources available to
you via one of the "newbie lists," or via the Rootsweb "Help Desk":

Those are probably the best resources for learning the basics, i.e. how
to post replies to email lists, how to handle being subscribed to more
than one list, etc.
Since those "help" resources are already in place, it doesn't seem to
make much sense to restructure NCGenWeb just to duplicate the same
resources here.
Usually the cc who is turning over the county (or in your case, the cc
who asked you to join her as co-cc) provide help in "learning the
ropes." I am so sorry this has not been your experience. When the former
(or in your case, the co-cc) is unavailable, our SC and/or ASCs, as well
as other cc's subbed to our Discuss list, are usually quite good about
jumping in to help. Of course, sometimes that "help" may take the form
of referring new volunteers to established help resources already in
place on the net....after all, no need to re-invent the wheel. ;-)

That is way the list is set Charles. I changed it a while back. But
list
members seemed to like it to reply to sender rather than list.
