The answer is "yes."
You can upload PDF files to Rootsweb sites.
I do it all the time. See the cemetery databases on my site, for example.

Good morning folks,
Sorry to bother you folks on an Easter weekend. But I am one of those
who "if I don't do it now" you know how it goes.
For those of us who use Rootsweb as our website server, does anyone know
if it is permitted to upload a PDF file to our website?
I looked through all my county coordinator resources and cannot find the
answer there.
