Nathan,
I believe the rules you propose are comprehensive, but having worked in
the legal arena, I offer some thoughts.
I also suggest that we not have the liberty to give ourselves a new
label like "TetonGenWeb" etc., MtGenWeb is good enough.
I suggest adding language that the state coordinator assumes the duties
of the assistant state coordinator if the position is vacant or until
an assistant state coordinator is appointed.
The rules appear to be mute on whether the assistant state coordinator
has a vote. Considering that assistant county coordinators have a vote,
it might be good to state that the ASC or ASCs? each have a vote??
since the ASC is a sort of Web cop, (alert to Vikki!) I suggest that
we make sure the grievance procedures have all the bells and whistles.
Define procedures for conflicts between a CC and ASC and how is that
resolved. Also, due process usually provides appeal procedures. Could
we explore those steps and maybe add a reference to one recourse,
namely the Advisory board, or a reference to where they are found?
The USGenWeb bylaws state this
ARTICLE XIV. GRIEVANCE PROCEDURES AND APPEALS PROCESS
Section 1. All members of The USGenWeb Project have the right to
request that the Advisory Board advise on issues related to grievances
and appeals and to mediate, if necessary.
Section 2. Members should submit their grievance or appeal to one or
more of the board representatives from their region.
Alas, we may have problems with the SC and we should be reminded
somewhere that The USGenWeb bylaws state this
ARTICLE XII. STATE PROJECTS Section 9. State Coordinators and Assistant
State Coordinators are subject to possible removal by a 2/3 vote of the
Advisory Board and a 2/3 vote of the Local Coordinators within the
state. A quorum of 75% of the Local Coordinators shall participate in
order for the vote to be binding.
Finally, I wonder if the rule that the state coordinator candidate
must have been a CC for 12 months in the state might leave MTGenWeb
vulnerable in the event we have a mass exodus of CCs. This is a
doomsday clause, but a chance exists.
