I believe that there is no predefined roll call system because it is up to
the SC to determine when it is needed. For example all the people that
vote are obviously present and if there are missing people then a roll call
can be called for. However if everyone is already talking on the list, a
roll call is unnecessary. We do not have roll call in another project
because we have twice yearly reviews. Aside from the reviews if there is a
noted absence, the quiet CC gets an email and they have 48 hours to respond
lest we go into missing CC mode. Making a roll call part of the policy
should be made as the SC's discretion with ideally once a quarter. That
way they can call roll when it is needed.
