On the Hill County site there were no files in directory when I
uploaded to it so was sure it is pointed the wrong direction
someplace. The other 2 sites had some files in there that I replaced.

Chances are, the default "under construction" page has a .html
extension, and yours has a .htm extension. Browsers automatically
load the .html file first.
Delete the index.html file, and your index.htm file should load properly.
You may want to rename your file to index.html just be sure it has
priority. But don't do that until you are sure it doesn't create
broken links within your site.
