I just sent an email that does explain the why a little bit.
Apparently there were some sites that were linked to non-USGW sites
but in the last couple of days those have been corrected. And yes,
the perpetrators of the mislinking were told time and again to change
them plus their SCs did not enforce the guideline apparently because
it was a guideline. Under those circumstances I can see why they want
to make it a rule. It is just too bad that a few bad apples always
spoil the barrel.
I believe the server is working but now that you mention it, I don't
recall receiving a new PW. Anyone else? I will see if the newest PW
works before I start yelling at someone.

And did the host person refuse to correct it because it was not a
mandated rule?
If it ain't broke, don't fix it. What is broke? Something besides
common sense?

P.S. is the IX net server working fine again? Last I heard it was
chaos, and I saw no report of its resolution-- I suppose no news is
good news in this case, but... if the hacking was solved we could all
learn a bit. If not, well . . .
