If I may take just a moment to clarify the above situation:
What you termed a rule was actually my 'policy' as SC, and it was
implemented
quite early in my tenure. That policy was expressed to others long
before you
requested the seventh county. I took the state in May, 1998, made the
decision sometime during the summer, and you made the request in
Dec,1998.
The county limit was four, not six. I did not, or would I never bump you
or
anyone who already had a large number of counites at the time the policy
was
formulated, as evidenced by the fact that you still have your counties
today,
and were never without them.
At the same time it would not have have been fair to other CCs to allow
one CC
to continue to accumulate counties, when there is a limit on everyone
else. So
yes, I declined to grant you a seventh county, and I feel the decision
was
right and just, for all.
The policy came about as a result of a discussion on the SC list
regarding CCs
who over-extend. Some SCs have (or have had) such a policy; some don't.
If
there is a limit, the limit varies according to the state, or the SC's
preferences.
I still believe a limit of four is a good policy for a state our size,
esp when
we seldomly have problems filling counties. It brings in a variety of
people,
and helps keep the state fresh. Also, if/when a CC leaves, he won't
leave
behind an excess amount of open counties.
So that's the full story on that issue, and where I stand. :-)
