Ann is possibly dead or in an asylum. Richard her brother is living next
door to his parents, so I doubt if the other Richard and Ann you found are
the same siblings:

I have checked the Abergavenny Asylum for Ann but she is not listed.

I have an 18 year old female ancestor who was listed as an Imbecile
in
the 1871 census.
I'm trying to find her in the 1881 census so wonder whether she
married or died before 1881. She isn't listed with her parents and
siblings.
Can anyone tell me what constituted an Imbecile in those days and
whether it was common for a female imbecile to marry.
There is a record of a Ann JAMES of the right age living with her
brother Richard JAMES of the right age, both have the birth place of
Christchurch Monmouth, most of my rellies were born Blaenavon, is that
far from Christchurch?
There is another entry for an Ann JAMES listed as a Headmistress, I
think I can safely rule that one out.
Any other suggestions?
