According to Reaney (1997), the surname BOULTER is a spelling variant of
the name BOLTER. It is derived from the Old French word "buleteor" - a
sifter of meal.
BOLTER, the most common form, is probably often a derivative of the Old
English "bolt" - a maker of bolts.
There is no evidence that the name has any connection with WATERS.
