Won't go into the Politics of why Monmouthshire was regarded as English
as I'm sure other listers will answer that:))
I checked the 1851 census index for Monmouthshire, including the portion
of Pontypool (which was erroneously omitted) and no hits!
I have however found entries on 1851 for Glamorgan which I have posted
to you off list.
You have not mentioned Reese and Hannah's parents names, so you may
recognise them from the entries that I have posted, if indeed they are
correct family.
I have come across entries of families who have come from Wales and
shown as from England on documents. Depends on who gives the information
as census, etc. etc. etc:))))

census for Reese and his wife in Ohio, USA, stated they had been married
for one (1) year and that he and she were both born in Wales, and that
their parents were of foreign birth (assuming Wales).
Perhaps the confusion over England and Wales could be Monmouthshire?
