If you go to FreeBMD and click on the district name in a search result it
will take you to information about that district as it was at various dates,
and where the relevant registers are now.
http://www.ukbmd.org.uk/genuki/reg/ is the best source for places and
registration districts.
http://www.ukbmd.org.uk/genuki/reg/regoff.html#836 is the page listing the
addresses, email addresses and web pages for the various registrars now in
operation, including that for Newport, which is where I suggest that you
start, either by email or by phone, to seek advice.
Various politicians and boundary commissions have bounced around the Bedwas
area over the last few decades into different authorities. At the time you
are interested in it was in Newport Registration District.

If you have a GRO reference number you can of course order online from the
GRO. This is particularly useful if there is any doubt as to where the
relevant registers are now held.
http://www.freebmd.org.uk/Certificates.html is the FreeBMD summary of what
is on certificates and where to obtain them.
That page has a link to the GRO site.

From that site or by phone you may well find how best to apply for a
certificate for your John Williams. If two people of the same name and age
died in Newport District in the same year it is rather unlikely that both
lived in Bedwas. You will need advice how to apply in such a way that you
only get a certificate with a Bedwas address.

The problem with that address is that they won't have the
certificates for
Bedwas, that will be Caerphilly council probably or Blaenau Gwent.
The old county of Monmouthshire was broken up into five unitary
authorities
in 1997 and the various register offices, therefore, come under those
authorities. I can't find the list I had telling me where each register
office and their records had been moved. I should imagine that the
information will be on GENUKI.co.uk
